From some strange reason any2djvu is not included in the package.

Are you sure? 

# rpm -qa djvulibre
djvulibre-3.5.16-12

# rpm -ql djvulibre
/usr/bin/any2djvu
...

No, I'm not any more :-) Seems like I must have been blind, I checked on 10.0 where it was missing (3.5.14-9), but it seems to be fixed meanwhile (3.5.14-9.1).
