According to FATE 300421 and bug 117673 there was implemented host key import from the old installation.

It works, but imports only SSH1 keys, which are not used by default. SSH2 keys are generated in SuSE Linux for years and used by default.

Proposed fix:

Copy also these files in /etc/ssh, if they exist: ssh_host_dsa_key ssh_host_dsa_key.pub ssh_host_rsa_key ssh_host_rsa_key.pub

- Added ssh_host_dsa_key ssh_host_dsa_key.pub ssh_host_rsa_key
  ssh_host_rsa_key.pub to be optionally copied as well as the SSH1
  keys (#298798).
