Description of Problem:
Cannot manually adjust ListView Column widths.  When the program is
running, you cannot use the mouse on the column title boundary to change
the width of a column.

mono 1.1.10 on SUSE 10:  [Revision: 51965; built: 2005/10/20 3:34:45]

Steps to reproduce the problem:
1. Compile and run the program given in https://bugzilla.novell.com/show_bug.cgi?id=MONO76821, changing the Horizontal
Alignments to Left.
2. Place the mouse cursor on a line between two column titles and drag.
 

Actual Results:
The column title boundary does not move.

Expected Results:
The column title boundary should move, changing the width of the entire
column: heading and data beneath.

How often does this happen? 
Every time.
