It should be safe to assume that if the user has installed seahorse the seahorse-agent is a desirable feature.

If the package shouldn't install an autostart then probably the UI should be able to add the autostart to the session settings on request.

Agree. Without seahorse-agent, we're missing a good part of the interesting features of seahorse.
