Mutated vowels (like when creating a user) do not work during the first phase of installation.

Sorry, I don't get this. What do you exactly mean? What's the problem?

Choose German setting and keyboard layout during installation. Upon creating a new user:
Type "Müller" as name. You will get "MA1/4ller"
