If you run zypper and you're not connected to the network, the automatic refresh fails and you're asked if you want to retry/ignore/etc. If NetworkManager is available, we can know there's no network, and in this case we should really just not refresh.

at least on laptops. querying dbus for that specific use case is a bit too much. It should just auto ignore
