I tried to submit a change from home:lnussel:ioquake3/ioquake3 to games/ioquake3.
I am owner of the latter package but not the project. I however got a permission denied error when I tried to accept, decline or delete the submit request.
Expected behavior would have been that I can accept/decline/remove a submit request for a package that I can change manually just fine.

fwiw it was request 873, exact error:
$ osc submitreq accept 873
Server returned an error: HTTP Error 403: Forbidden
No permission to change state of request 873 (type submit)

Yes. bug. Currently one has to be maintainer of the project to accept submit requests.
