Allow Designer to import and transform a 1.1a rule 
to DirXML script similar to how iManager does this.

Added code to DeployImporter_Import to perform a upgrade of DirXML 1.1 
configuration files. Since the importer always works from config file whether 
we are importing from a file or from eDirectory this allows us to now import 
1.1a configuration files or import 1.1a policies from a 2.x server. 

We do not support and will not support importing from a 1.1a server. However a 
user could export their system to a 1.1a pre-config and then import that pre-
config into Designer. The import will convert all 1.1a rules to 2.x DirXML 
script. Designer does not support managing 1.1a rules.

Verified this fix in build 301 on Win 2K Prof and SUSE 9.2 Prof. I imported a
1.1a preconfig into Designer without any problem.
