DETAILED DESCRIPTION:
If you open the Schema mapping editor and then click 
on the file menu and use the quick open history menu 
to try and open the schema mapper again, it will 
open two editors at the same time.  This was once an 
issue for the policy flow diagram and other editors 
but Brent made some fixes to correct this.  The same 
needs to be done for Schema map.

this is a known issues with schema map & policy builder editors.  this defect
will be fixed before FCS.

regress.
