DETAILED DESCRIPTION: On the modeler palette select any application and drag it
to an identity vault and drop it. The mouse cursor doesn't give any indication
that it won't work and when you drop it you don't get an error (like you do when
dropping a driver set somewhere other than an identity vault). The object just
doesn't get added.

The "no indication" part of this bug is a duplicate of #512.  
The message part of this bug is now implemented.

This fix is available in Task #128518.
