If you wish to change things, such as login manager or date/time, which need root privileges you are no longer able to do so because "administrator mode" has been removed. In kde3 you are able to start systemsettings as root and perform these operations but this isn't possible in kde4.3.
See https://bugs.kde.org/show_bug.cgi?id=151669 which states that this will only be fixed in kde4.4. If 11.2 is released with kde4.3 then there will be no way to change login manager settings except editing config file directly.

Ported systemsettings-root-kcm.diff of 11.1, for real solution see dupe.
