We are currently housing the HTML PolicyManagement documentation in the 
overview area of the DriverEditor. We need a new HTML document to replace the 
old Policy Key image that used to be displayed. Feedback from users is that 
the entire help doc is to much for this area.

same bug as #9725.  HTML page complete and sent off to Brent.  Waiting to be
implemented.
