If you do a fresh install of Designer on Windows and Linux, they behave
differently on the initial launch.  Windows defaults to the Resource Perspective
and Linux defaults to the Designer Perspective.

Steps to duplicate:

1.)  Integration Build 20050120
2.)  Windows and Linux Platforms
3.)  Install Designer on a fresh Windows and fresh Linux box
4.)  Launch Designer
5.)  On Windows, the first launch will default to the Resource Perspective.
6.)  On Linux, the first launch will default to the Designer Perspective.

Expected:

Designer should initially launch into the Designer Perspective on both platforms.

This is handled in the packaging.
