Provide a mode on the Driver Editor where we can hide the Policy Flow image 
and use a tree to display the policies of a driver in the Policy List tree 
viewer. The same operations will be supported in the power mode, the only 
difference is the policy flow image will not be displayed.

The Driver Editor has been removed. This is no longer an issue.
