I experience that YAST always appears to use UTF8 encoding, even when the whole system id configured to use iso-8859-1 or iso-8859-15. All line drawings are then distorting the whole display on the server's console (runlevel 3) and make it almost impossible(!) to configure the system.

Some other programs and tools also show 2-byte encoded "German Umlauts", though UTF-8 is entirely disabled by using YAST.


I HIGHLY RECOMMEND TO KEEP OLD STANDARDS WORKING AND TO TEST THEM.


Reproducible: Always

Steps to Reproduce:
1. Install openSuSE 11.2, enter YaST and enter System settings / Languages
2. Disable there UTF-8 and choose German Language (i.e.)
3. Enter Runlevel editor and switch there to initial runlevel 3
4. Reboot the system (will be in Runlevel 3 then)
5. Login as root (directly on the console!), start Yast, and WONDER...
Actual Results:  
All Lide-drawings and several characters are shown as 2-byte chars. The whole screen is therefore almost distorted and it is absolutely impossible to use YaST.
Running Textmode-YaST in KDE in a console works, I guess the console automatically detects and translates UTF8.

Expected Results:  
Normally visible line drawings and correctly shown German Umlauts, wherever I start YaST.

I EXPERIENCE THAT EVERY NEW VERSION OF OPENSUSE IGNORES OLD STANDARDS MORE AND MORE. ISO-xxxx-yyy IS A STANDARD SINCE DECADES AND MUST WORK.

I would highly recommend to fix this bug urgently in openSuSE 11.2 with one of the next online updates as this bug makes it really almost impossible to administrate the system without a running GUI.
