After installation of 11.4 RC1 in a VirtualBox VM, there is a file "/etc/sysconfig/network/ifcfg-" (yes, without a interface name) that contains:

BOOTPROTO="static"
STARTMODE="nfsroot"
ETHERDEVICE=""
USERCONTROL="no"
