We need a field "keep informed" that holds persons that get informed on every
action. 
To define: 
- What is every action? 
- We need mail-templates for this. 
- When is this field set?

Changing the version to be 'all' instead of 'SWAMP'

Do we want this as a genaral feature for all Workflows? 

I would suggest to add a role into our upcoming role system which is informed 
on every reached Milestone.

This is solved individually in the workflows in the meantime.
