Build - 20050407_0847

Problem
If the user checks the System > Enable Minimum Sync Interval checkbox and 
specifies a value. The value and the checkbox values don't persist once the 
user clicks the ok button.

Solution:
Once the user saves a value in the UI, it should be persistent.
