On Windows, the workspace location is defaulting to:

c:\designer\eclipse\workspace

It should default to Documents and settings\User\My 
documents directory.

During the install we should prompt for the 
following:

Install Designer as -

* Only for me (current user)
* Anyone who uses this computer (all users)

By prompting for the above information we should be 
able to configure the default workspace location 
into the proper directory under Documents and 
Settings.

We need to make the change so that the workspace is set to the users "My 
Documents" directory by default:

i.e.  C:\Documents and Settings\%USER\My Documents
