See attached for screen shot of error.

Seems like there could be a few ways of handling this gracefully.  One would be
to not allow a user to enable to sections in the document that have the same
name.  If they try to enable the section it will notice that they have another
enabled section with that name and warn them.  Another would be to just change
the error message so that it is not so cryptic.
