Expand all and collapse all does not apply on source view in policy modeler
page.  If you switch to the XML tree view in the modeler, they apply and work. 
Perhaps we can remove them when using the source view.

These buttons actually do work when using Hafnium on the source view. But they
are not working or do nothing when trying to use them in the policy simulator.

Using new hafnium editor for simulator. It does not display the buttons.
