DETAILED DESCRIPTION:
The right-click menu on policies in the window next to the Policy Flow pane
shows incorrect values. See attached screenshot.

BUILD NUMBER: 20050104.

OS/CONFIG: Windows XP and NLD.

STEPS TO REPRO: 
1) Right-click connection line in Modeler, select Edit Policies
2) Click on existing policy set in Policy Flow
3) Right-click on an individual policy in the policies pane.

RESULTS:
Menu appears with incorrect values (e.g., "%Policy.Menu.EditPolicy").

EXPECTED: 
Menu should have correct values (e.g., "Edit Policy").

The build.properties file was not adding the 
plugin.properties file to the binary build.

Verified that this is fixed in build 20050107 on Windows XP and Linux.
Right-click menu options are now shown correctly.
