Steps to duplicate:

1.) Designer on Windows XP, build 20050104
2.) Go to Window > Preferences > Workbench
3.) Change the Workspace Save interval to 10, click 
OK
4.) Open Preferences again
5.) Click the "Restore Defaults" button

The workspace save interval will be set to 0 instead 
of the default of 5.  An error will also dislpay at 
the top that states, "The workspace save interval 
should be between 1 and 9,999."

This works fine on Linux.

I'm not seeing this in the development version, which makes 
me think there's something different about our packaged 
version, can you look into this.

Fixed, added back a few lines to plugin.xml.
