Change /etc/sysconfig/security POLKIT_DEFAULT_PRIVS setting to restrictive.
At shutdown ksmserver calls systemd which attempts to call the kde polkit auth agent to prompt for the password. However ksmserver is already shutting down plasma and the polkit agent so the call fails and the system just exits to sddm.

This was found testing the packagehub port for SLE12 so it's a problem there as well.

Antonio is looking into registering an inhibitor with logind similar to what gnome-session does.
