Reported against 1.900.5.

This is caused by an image claiming to use a palette with many many colors. 

Work-around added in https://github.com/mdadams/jasper/commit/65536647d380571d1a9a6c91fa03775fb5bbd256

The issue here is to decide whether to fix this at all.

For this issue we'll take the version update to .14 which has the switch, in case customers would like to use it.
