I can't use Spanish - Asturian keyboard layout after update my OpenSUSE Tumbleweed some days ago, making English US keyboard layout the default unchangeable option. If I set Spanish - Asturian keyboard layout in Yast and System Settings, it keeps using English US keyboard layout.

Before that problem, I couldn't use Asturian language because the system does not recognized the áÁéÉíÍóÓúÚüÜ characters and I had to use English language to type it

Reproducible: Always

Steps to Reproduce:
1. Set English US as a system language
2. Set Spanish - Asturian keyboard layout
3. Update Tumbleweed
Actual Results:  
English US keyboard layout is the default unchangeable choice

Expected Results:  
That Spanish - Asturian keyboard layout works well

I reported probably a similar problem some time ago here and in KDE bug tracker more than 1 year ago
