the uploaded image only appears when I'm logged in. 
 
Is this a feature or a bug?  I don't see any obvious place to 'publish' or 
something like that the image.

The whole toolbar menu (incl. the upload image link) is only displayed when you
are logged in - this is intentional.

I think the description was misleading...        
        
when I am logged in, the [[Susanne-froh-Oberhauser.jpg]] picture in         
http://www.opensuse.org/index.php/User:Froh is displayed.      
      
when I am not logged in  I see a text "Image not available"     
    
    
    
huh?  I tried to  reproduce it, now it works.

It may take some time before the wiki database is updated, so you might not see
a freshly uploaded image immediately (although this does not explain why you saw
it when being logged in). Since it works now, I will close this bug ...
