Horicontally scrolling with synaptics touchpad in Konqueror is broken again. 
However, it is not totally broken as in 9.3 ;-) 
 
The whole story: 
- scrolling right causes the page to scroll _down_. After you can't scroll  
  down anymore, it starts to scroll right. 
- scrolling left causes the page to scroll _up_. After you are at the top, 
  it scrolls left. 
 
Expected behaviour would be to scroll left/right immediately. 
 
To reproduce, make sure the Konqueror window has a horicontal and a vertical 
scroll bar.

why konqueror? does this work for every other application?

Please replace "Konqueror" with "khtml". The bug also appears in the embedded 
khtml part like in KMail's message area (not: message list or folder list). 
 
I can confirm that horicontally scrolling in other applications or KDE 
components works - for example, I can scroll horicontally in KMail's message 
list without problems. 
 
BTW: I just found the "old" bug again - it's #76565
