this is a bug in avr-libc, already fixed upstream.      
avr-libc-1.2.5 fixes: EEPROM handling not working for AT90CAN128 ATmega48   
ATmega88 ATmega165 ATmega168 ATmega169 ATmega325 ATmega3250 ATmega645   
ATmega6450  
  
There is also a subtle bug (flawed EEAR symbol) fixed in avr-libc-1.2.5. 
Please upgrade.
