When enabling "YaST2 -> Local Security -> Check New Passwords" and changing an
user password to "password" following error message will be displayed:

col@fornax:~> passwd
Changing password for col.
Old Password:
New Password:
/usr/share/cracklib/pw_dict: error reading header
PWOpen: Success
