the example 4.46 is incorrect, because closing tags for fullname are not set:

<fullname>Root User<fullname>

it should be 

<fullname>Root User</fullname>

same for :
<fullname>Plain User<fullname>

should be:

<fullname>Plain User</fullname>

same issue with <home> in the same example

Fixed for SLE 12 SP3 with https://github.com/SUSE/doc-sle/commit/fb2e9631 and for openSUSE Leap 42.3 with https://github.com/SUSE/doc-sle/commit/3b301276.
