If I change the keymap to non english (e.g. loadkeys cz) I don't see non-ASCII
characters ( like š, č, ž, ä etc.). After disabling UTF in YAST it is O.K. So my
oppinion is, that konsole is not fully "UTF-ied".

I forgot to write my system default language is english.

Hmmm ... Please provide informations

         What does locale says?
         Do you have run rckbd start and/or unicode_start?
         What locale is given in /etc/sysconfig/language
         and what font and configuration in  /etc/sysconfig/console?

Because I disabled UTF-8 on my computer this is from another computer that has
UTF-8 enabled and I can reproduce submited bug.

My keyboard layout is till now english. As user
 $loadkeys cz
I write but don't see non ASCII chars.
As root
 #rckbd restart 
This only returns the us layout of keyboard.
As root
 #unicode_start 
helped a little. I was able to see charakters which are on upper line of
keyboard: ěščřžýáíé (on us layout they are 234567890). But I can't write those
character using dead key caron + letter for example š, č. Or dead key accent +
letter á, ý, é. It writes something on console, but I see nothing. So I'm not
sure what it writes.
I don't know how to write Umlauts with "de" layout.
I will attach sysconfig files.

This is fixed in 10.1. It was a problem with fonts.
