A number of packages in CentOS 7 distribution in the buildservice have Epoch set, unlike their actual CentOS counterparts.

For instance tcl, gmp, openssl

So when specifying "BuildRequires: tcl >= 8.6" in spec file, buildservice will happily install "tcl-1:8.5.13-8.el7" and the build will fail because that's not in fact TCL >= 8.6
