/root is not a subvolume by default on *SUSE distributions besides CaaSP/Kubic

It should be, so user data in /root isn't lost on rollback

https://progress.opensuse.org/issues/33649 and https://progress.opensuse.org/issues/34018 are the tickets about necessary test adaptions. @rbrown I assume you can set the bug to RESOLVED FIXED?
