Initial Summary:
Setting NEEDINFO to a bug's reporter adds CC for the reporter, who is already automatically getting bugmail by virtue of his having filed the bug

It makes no sense to have the reporter added to the CC list. Reporter's email address should be rejected from being added to the CC list.

That this same issue was just fixed at https://bugzilla.redhat.com/show_bug.cgi?id=1667751 might simplify implementing a fix here.
