Up until now AutoYast is fairly limited with regards to the <create> tag in <partition> sections: it is either "Create under all circumstances" or "Do not create under all circumstances". This means that if I want to
- create the partition if it doesn't exist (fresh disk)
- reuse an existing partition if it does already exist (update installation finding existing partitions)
I have to use a hacky pre-script to dynamically rewrite the autoinst.xml file changing <create>'s value.

It would be much saner if I could specify this behavior directly via XML.

Unfortunately the <create> tag is bound to be a boolean forever, so there are multiple options how such behavior could be specified. One example could be to introduce a new tag:

<action config:type="symbol">always-create|create-if-not-exists|reuse</action>
with always-create as default

Or one could introduce a new tag:

<create_when config:type="symbol">always|if-not-exists</create> with "always" the default to maintain compatibility
