Many windows during installation is bigger than one page - so they get a 
scroll bar. In normal operation the scroll wheel scrolls the contents 
in a scrollable window. But not during installation... 
 
Mouse: "Microsoft Wheel Mouse Optical USB and PS/2 Compatible" 
Connected as PS/2 mouse.

the wheel is supported during installation but only if the wheel has   
been detected. During installation please switch to a text console   
   
    Alt-F2 
 
and call the commands: 
 
    /usr/sbin/hwinfo --mouse 
    /usr/sbin/xmset -c 
 
what are the results ?

I tested here with beta3 and a wheel mouse, this works for me

Aha... I forgot about my Wacom board (USB).
It has no scroll and is detected first(?)
Wacom tablet just sit ther - not in use during
installation.
