Some locale directories missing in filesystem

That is the list: af, fy, sc, bs, si, tl, ie, ur, os, csb, cy, ts, fo, oc, sw, ms, az, frp, ka Some investigation showed that they are removed because the filesystem package does not define the directories for them. The missing directories should be added to the filesystem package. Reproducible: Always
Coolo, Ludwig: is there a documentation on the criteria to add languages to the list in the filesystems package ? in the changelog I see: Tue Oct 25 12:56:49 UTC 2011 - coolo@suse.com - digged through logs to find more languages that have >45000 strings which is quite old but the only hint I can get at the moment.
The idea behind this check is to make sure we provide a meaningful set of locales as distribution. If a single package provides translations to lower sorbian, it doesn't mean it's useful on openSUSE as we lack all the other pieces in it. So if you package for openSUSE, your users prefering lower sorbian will possibly not see all the strings possible, but at least they get something we support. As the list of locales is very old, it can surely be updated in case languages got greater support within the GNU/Linux world by now, but adding them for the sake of a single package is wrong. Disabling the removal sounds like a feature worth to support though.
