Hello,

changing to ``%bcond_without obs_scm_testsuite`` by default breaks support for various os' in the current build configuration. As far as I understood the ``prjconf`` must conditionally set a macro ``%_without_obs_scm_testsuite 1`` for those os which are currently failing but I am not sure whether this setting should be global for all packages in openSUSE:Tools project.
