all files in mkinitrd.rpm are textfiles.
non of them is marked %config, local modifications are lost during update.

If you mark them as config files you will break future updates. None of this
files are config files!

%config -> .rpmsave 
%noreplace %config -> .rpmnew

And? This are still scripts and no config files.
