I'm reporting this for Leap 15.1, but it also happens in Tumbleweed.

% gpg --help
gpg: Ohhhh jeeee: secure memory is disabled
Abort (core dumped)

Note, that I only see this with "--help".  Other "gpg" options that I have tested seem okay.

And note that there is no actual coredump, probably due to bug 1124847
