When adding the quick launcher applet to the panel, it creates it with a
standard set of icons.  I can drag icons to it and they add only creating the
one icon I dragged over onto it.

The problem is when trying to drag existing icons from the quick launcher into a
different order.  When doing this, it moves the icon I am dragging to the new
location, but leaves a copy of it in the original spot as well, creating a
duplicate on the quick launcher.  I have replicated this on several machines.
