AFAIR yast would use as default UTC if no other operating system is found.  But
now it uses always local time.

This is with the beta4 pretest.

this can be reproduced on any installation. nevertheless, here they come.

Yes, it did not properly differentate between foreign OS and other Linux 
installations. I fixed that now in SVN, fixed package is available in
/work/src/done/STABLE/yast2-storage
