Without those options (hdc=noprobe hdc=cdrom) cdrom doesn't work after installation. I found this first time with version 9.2 and found it annoying until I heard about those options.The situation seems better than earlier since when the options given on installation boot you don't have to give then later or edit boot options. Fujitsu-Siemens Amilo A 7620.
This is an issue with some CDROMS and the standard problem that Linux does, there's really no better fix right now than using those options. Sorry.
