The openswan documentation in /usr/share/doc/packages/openswan contains a  
series of .html file.  These actually appear to include man-page markup, not  
HTML.  See the file /usr/share/doc/packages/openswan/ipsec.8.html. 
 
Additionally the file index.html contains links that do not work.  Most of the 
links do not work (introduction, installation in particular).

Fixed in 10.0 as well.
