Go to yast and type something in Search and then clear the search
The options in the left hand box don't come back

Reproducible: Always

Steps to Reproduce:
1.Type in Search - eg 'Firewall'
2.Firewall module appears in right hand box
3.Clear Search
4.Options in left hand box don't come back
Actual Results:  
left box blank

Expected Results:  
left box get options back once search is cleared

The options won't come back until Yast is restarted

I was confused about "the options"... it's the YaST module categories.

You are right: After a search, the categories remain empty, even when you clear the search box.

Tested with the YaST Qt Control Center on an up-to-date Tumbleweed.
