(g)vimtutor is packaged in the vim package, but it depends on the tutor files in vim-data. vim-data is not a dependency of vim.

As vimtutor is just a wrapper script, it is trivial to move it to the noarch vim-data package.

I'm also facing the same issue. For the default installation of vim (without vim-data which was not installed by default), the following error occurs:

E484: Can't open file /usr/share/vim/vim82/tutor/tutor.vim
