gpg-pubkey not installed

On one machine gpg-pubkey has not been installed, therefore e.g. YOU updates fail. Other hosts were fine ... this is on g99, I told jdsn to keep the host as it is. (maybe it was a rc3) g99:/var/lib/YaST2/you/mnt/i386/update/10.0/rpm/i586 # rpm -q gpg-pubkey package gpg-pubkey is not installed y2log-1 contains error messages that the keys could not be imported. I'll attach logs. etoulas will check some rc4 test installations if this bug hits again or if this was a once only problem. aj: set to blocker to get your attention.

downloaded keys are all zeroes. checked ftp server, were the modification time was later than the time when the host was installed. ARGL, this host got installed before the install server was complete.
