if in XFCE -> screen saver settings (Bildschirmschoner-Einstellungen) 
the feature "random" ( Zufall) is selected,
usual not for any people saved pictures will be shown on the display.

It is a nice feature, but not so good for data protection.

No warnings after select "random".

No selection-list of pictures or directories for deny or allow is given.

You're right with the missing warning and the poor documentation.
But you can select which folder is used for the picture screensaver.

Choose "Slideshow" > Wheel (lower left) > Location
