I am testing and comparing NetworkManager to netapplet on a dell latitude C610.
I use the same machine for the same test. If I connect to my wireless network
using the same machine, same wireless card, and the same location, the
connection using NetworkManager is about 25% and netapplet is around 70%.

How are you ascertaining that the connection rate is lower?

Oh, you mean the strength meter?  The strength is calculated differently between
the two and is totally unrelated to anything we could do in user-space, anyhow.
 It is all a crapshoot, anyhow, making head or tail of what comes out of the
wireless driver wrt strength.  NetworkManager tries to be more crafty and
actually scale the values logarithmically.

Not a bug.
